The participants of the forum "Higher Degree" will discuss the excise policy of the alcohol market

During the First Alcohol Industry International Forum "Higher Degree" in conjunction with the Federal Service for Alcohol Market Regulation, which will be held in Ufa from October 21 to 22, alcohol business and government representatives will discuss the law increased the excise taxes.

The alcohol industry is a steady source of budget income. High-proof alcohol brings to the budget more than half of the excise taxes. According to the Association of Russian Vodka Producers (ARVP), in 2020, 193.7 billion rubles (96.7% of the level of 2019) were received by the budget under this article. For 8 months of 2021, 125.7 billion rubles were received (106.5% of the level of 2020 for the same period). That is, 2021-year-income has completely covered the financial losses in 2020.

"The law increased the excise taxes until 2024 has been introduced recently. We are talking about indexing within 4% per year. This will be useful for the market, and first and utmost it will lead to an increase in tax collection rate. It is vital to us that there is no sharp increase in excise rates because this leads to an increase in the shadow market and the emergence of new illegal production schemes," comments Vladislav Spirin, president of the Association of Russian Vodka Producers (ARVP). 

According to the estimates of the Union of Alcohol Producers, the shadow economy now occupies about 30% (consumption statistics). According to one of the latest drafts of a regulatory document posted for public discussion, the difference between the volume of alcohol consumption per capita, which the Ministry of Health of Russia estimates at 9.1 liters of alcohol (absolute alcohol) per capita, and the volume of legal retail sales of alcoholic beverages per capita in 2021 will be 2.3 liters or 25%. 25 or 30 % of the unaccounted consumption is primarily home moonshine, legally sold alcohol-containing technical liquids, are inconsumable, however, they are in great demand with a certain circle of consumers. There is a small part of fake vodka, the share of which is about 10% and does not change much.

 If we compare these figures with the results of 2019 and 2020, then we can say that so far the growth of counterfeit is being contained and the measures taken are working. 

The forum "Higher Degree" will gather those people who, one way or another, influence the level of excise rates, their collection, and legalization of the market, as well as market participants who implement these decisions. They have something to talk about, and their direct, frank dialogue does not lose its relevance. 

Among the participants of the forum – the government of the Republic of Bashkortostan, the Ministry of Finance of the Russian Federation, Rosalkogolregulirovaniya, the Russian export centre, Rosspirtprom Roskachestvo, the Association of Russian Vodka Producers (ARVP), Wine Union, the company ASG, Bashspirt, a liquor producer Saranskiy, Russian Standard and other leading manufacturers, importers and distributors of the industry, the Federal retail network of Russian and foreign experts and journalists.

It bears reminding that the forum "Higher Degree" is intended to become the main platform of the alcohol industry in the B2G format. The events of the extensive business program will be held in the space of the Toratau Congress Hall, and its ceremonial part includes a visit to the village of Bulgakovo, where the general partner of the forum JSC Bashspirt will open its new plant BashBioSpirt.
