I am glad to welcome you to the opening of the First Alcohol Industry International Forum "Higher Degree"! There is an extensive business program waiting for you, within the framework of which a wide range of questions of concern to all participants of the alcohol market, without exception, will be considered.
The topic of product quality and safety of goods, the development of the raw material base, strengthening the reputation of domestic products in the world market, as well as fair competition and meaningful cooperation of all industry insiders are overwhelmingly important at the Forum.
A lot of attention is being paid to the dialogue between government officials and the business community. We have been encouraged by the results of this dialogue during the work on the implementation of the "regulatory guillotine" mechanism, when thanks to the joint efforts of business leaders and government officials, we had had a chance to reduce the number of industry normative legal acts by more than five times. Now there are 30 of them instead of more than 150! This is just one example of such an effective interaction.
I am sure that the continuous development of the alcohol industry in our country is a shared goal of the Forum participants. Today's meeting is another step towards achieving it.

I bid you a most cordial and hearty welcome to Ufa, the capital of the Republic of Bashkortostan, at the First Alcohol Industry International Forum "Higher Degree". it is gratifying to know that Bashkortostan has been chosen as the venue for the forum.
In our republic, one of the main and strategically vital factories for the economy is Bashspirt company, which is one of the top 6 Russian alcohol producers. The best brands of the company are represented in 73 regions of the country and overseas. The company is a large taxpayer of Bashkiria.
We know that there is a world of problems in this industry. One of the most serious problems is the annual increase in excise taxes on the background of shopping capacity decrease. The First International Forum "Higher Degree", which Ufa will meet for the first time, is meant to be a staging ground for solving sensible subjects. Market leaders and regulators of this market will gather in one place. In addition, due to the pandemic period from 2020 to 2021 no new alcohol production was brought into operation. Only our Bashkir manufacturer Bashspirt is the only one in Russia that will complete its largest investment project in October within the framework of the Higher Degree forum, namely it will open the Bashbiospirt plant with a capacity of 7 million dal per year in the village of Bulgakovo. Therefore, it is not surprising that the key event of the alcohol industry will be held on the territory of the Republic of Bashkortostan.
I am sure that this forum is well positioned to become a unique platform for an open dialogue between the authorities, business, experts and the main players of the alcohol market. It will help strengthen business contacts between manufacturers and suppliers, will contribute heavily to the development of this industry.
